These areas include educational courses and programs specifically designed to serve four special populations: Immigrants, Parents, Persons with Substantial Disabilities and Older Adults. The other areas cover a variety of disciplines within five instructional domains: Basic Skills, English as a Second Language, Family and Consumer Sciences (Home Economics), Health and Safety Education, and Short-term Vocational Programs with High Employment Potential. Program Purpose: To serve students we are currently not serving in existing programs; to create pipelines to credit programs with better prepared students; (More than one million Californians between the ages of 18 and 25 lack a high school diploma, and approximately 30% of high school students drop out; the drop out rate for African Americans and Latinos is 40%. Close to 23 percent are legal immigrants and more than 50% are non-Caucasian, and that number is rising) to offer no-cost lifelong learning programs for older adults. (The older population will increase by 59% in California between 2005 and 2020.) 17Թϒs Program is in planning stages Gertrude Gregorio is coordinating Older Adult Studies Denise Swett is coordinating other areas We are working towards program implementation for Fall 2008 Implementation will be gradual with 2-3 programs areas for Fall 2008 Potentially: Older Adult Studies, ESL, Contextualized ESL in preparation for Child Development program Non-Credit programs are open to anyone 18 or older at no cost Curriculum: Since there is no current Non-Credit Division, we propose to work with faculty in the credit program areas who are willing to help develop curriculum. We will work with the AS to approve developed NC curriculum, and then forward it to the State for approval. Faculty: We will utilize the current Faculty Contract guidelines to hire and compensate instructors who teach non-credit classes. Community: We are working with PA and MV Adult Schools to coordinate curriculum to compliment offerings and limit competition. Funding: The State reimburses the College at a rate of about 2/3 that of credit WSCH. There is enhanced funding for some programs (ie: sequenced ESL classes). The President has budgeted start-up funds for the Non-Credit/Lifelong Learning program. Even though all 72 college districts offer noncredit courses and programs, twenty-five colleges claim over 83% of the FTES apportionment; the remainder provide limited offerings and many provide only supervised tutoring targeting college credit students.
